Comstock Homes of Washington, LC, Comstock, is planning the construction a 110-unit wood frame apartment building near the Shady Grove Metro Station in Rockville, MD. The site has been approved by local government for this type of construction and is projected to submit for building permit in May 2016 and breaking ground in October 2016. The structure is 4 stories of wood framing on a 2 story concrete garage pedestal. The garage is comprised of 145 parking spaces. The design includes a plaza level outdoor common area and a roof top terrace. PROJECT SCOPE BUILDING: Bidder shall include in its Lump Sum proposal all work associated with delivering to Comstock for use the 110-unit Apartment Building with Garage and Parcel D Site Amenities as shown in the Contract Documents. Bidder shall provide a detailed breakdown of all costs by Specification section and other as applicable included in Bidder�s Lump Sum cost. Bidder shall specifically detail all exclusions in their proposal. UTILITY CONNECTIONS: The current multi-family pad site has all utility connections available near Parcel D property line as shown in the Contract Documents. Bidder�s work shall include all utility connections as shown in Contract Documents. Finalized dry utility drawings will be provided by Comstock in subsequent correspondence from Comstock. SITEWORK: The current multi-family site is located in an existing residential development with all storm, sanitary, waterline, dry utility, ROW, and onsite road infrastructure completed. Bidder shall include in its lump sum price any work required for construction of the Apartment Building and surrounding site amenities located on Parcel D. Bidder will be responsible for maintain and repairing of any existing infrastructure damaged during Bidder�s work. Bidder shall also be responsible for delivering of all staging areas as currently provided or in a condition acceptable to Comstock. Bidder will not be required to surface pave private alleys located adjacent to G2 level entrance or installation of Tot Lot, and porous sidewalk located to the south of the building. GRADING: All earthwork/grading operations shall be performed in compliance with the Geotechnical Report and the existing topography sketch provided in the Contract Documents monitored by a soils inspector to be employed by the Comstock. Removal costs for any excess materials resulting from construction of the work of this proposal shall be included in the Bidder�s lump sum costs. SILTATION AND EROSION CONTRO: Erosion and sediment controls are to be installed pursuant to the plan and maintained until the site and staging areas are fully stabilized and accepted by county inspectors and Comstock. Selected Bidder shall pay special attention to the E&S Control narrative included in Contract Documents. The selected Bidder shall be responsible to control dust caused by his operations, and shall also be responsible to maintain existing roads, including flushing of roads and washing truck tires as needed, and keeping utilities free of mud and debris until completion of the contract. Substitutions of the types of silt controls will not be allowed without the approval of the County and Comstock. Bidder shall note that construction is planned to occur adjacent to an active residential development and shall make all efforts to plan for and mitigate construction activity impact on existing homeowners in the community and neighboring homes. TESTING LABORATORIE: All testing of soils and concrete required by these plans and specifications shall be performed by a commercial testing laboratory selected by the Owner. Owner shall be responsible for contracting with the commercial testing laboratory and the selected Bidder shall be responsible for coordinating all testing. It is the selected Bidder�s responsibility to ensure that the testing personnel are on site at the appropriate stages to take tests as required by the plans and specifications. The expense of the first set of tests shall be borne by the Owner. Any tests required because of failing test results shall be at the selected Bidder�s expense. The Selected Bidder shall be responsible for providing Owner and Engineer with a copy of all test results. The testing laboratory for this project shall be determined at a later date.
